Project overview
Context
A telecoms and technology organisation was rolling out a new network management platform to operational staff across multiple regions. Previous software training had been delivered through instructor-led sessions and static PDF guides — both of which produced inconsistent outcomes and required constant facilitator support after go-live.
The objective was a self-paced eLearning suite that would bring staff to a standardised level of competency before system access was granted, with built-in assessment to confirm readiness.
The challenge
- High-stakes software: errors in the live system had direct operational consequences
- Complex procedure sequences with many conditional decision points — linear eLearning wouldn't reflect real-world usage
- Diverse prior knowledge levels across the learner population — need for adaptive pathways
- Accessibility requirements: WCAG 2.1 AA compliance mandated by the organisation's IT policy
- Two existing modules in a legacy format needed replication in Storyline with updated content
Our approach
Task analysis and scenario mapping
We worked with two SMEs over four sessions to map every critical task in the platform — identifying decision points, common errors, and the consequences of incorrect actions. We used our Scenario Branching Logic Mapper to draft branching structures before opening Storyline.
Storyboard with interaction specifications
A full storyboard specifying every slide, narration script, interaction type, variable logic, and branching decision. Each interaction was justified against a learning objective — no "click next to continue" interactions included.
Prototype approval
A functional 15-slide prototype demonstrating the branching scenario engine, the software simulation style, and the visual design. Approved by L&D lead and one SME before full build began.
Full Storyline build
Four modules built with Storyline's Simulate mode for software interaction practice, scenario-based decision trees with consequence feedback, adaptive pre-test routing for experienced users, and Storyline-native WCAG 2.1 AA accessibility implementation.
QA, LMS testing, and deployment
Internal QA against a 40-point accessibility checklist, SCORM 2004 testing against the client's LMS, and a final run-through with the L&D administrator. Deployed on schedule.

- Branching scenario engine with consequence feedback and remediation paths
- Software simulation layers (Try/Test mode for each key procedure)
- Adaptive pre-test routing — experienced users bypass foundational content
- WCAG 2.1 AA conformance notes and keyboard navigation tested
- Storyline source files (.story) — full ownership transferred
- Assessment results reporting via SCORM 2004 data layer
Outcomes
- Average assessment pass rate of 87% on first attempt — well above the 80% pass threshold
- Post-go-live support tickets from the trained cohort reduced compared to previous system rollouts
- Learners reported higher confidence in the system before first live access
- L&D team able to update simulation screenshots independently using the source files and maintenance guide
